About MyGov

MyGov is a citizen engagement platform launched by the Government of India on July 26, 2014 to promote the active participation of Indian citizens in their country’s governance and development. It is aimed at creating a common platform for Indian citizens to “crowdsource governance ideas from citizens”.

About the Contest

Union Budget 2023-24 in its para 33 and 34 has mentioned the setting up of a National Digital Library and promoting reading across the digital and physical modes for children and adolescents.

The primary objective of the proposed paras 33 and 34 is to generate curiosity and motivation for learning among students at all levels and make available enjoyable and inspirational books for holistic development. The aim of setting up of National digital library is to facilitate the availability of quality books across geographies, languages, genres and levels, and device-agnostic accessibility.

There is a need to finalize the name for the National Digital Library (NDL), to ensure that its spirit is widely understood and becomes popular. 

In this regard, DoSE&L, Ministry of Education in collaboration with MyGov has decided to invite suggestions for the name of the National Digital Library from the general public/experts, etc.

Terms and Conditions

  • This competition is open to all Indian Citizens.
  • Participant has to ensure that his/her MyGov Profile is accurate and updated since MyGov and the Ministry of Education will use it for further communication. This includes details such as name, e-mail ID, photo, and mobile number. Entries with incomplete profiles would not be considered.
  • The entry can be submitted in English and Hindi.
  • Plagiarism of any nature would not be allowed.
  • Once submitted for completion, the Copyright will solely be with the DoSE&L, Ministry of Education and MyGov.
  • The entry should not have been previously published in any print or digital media.
  • The entry must not contain any provocative, objectionable or inappropriate content.
  • Any changes to the Terms & Conditions /Technical Parameters/ Evaluation Criteria, or cancellation of the Contest, will be updated/ posted on the MyGov platform.
  • Entries must be made by the closing date and in the manner set out in the contest and the terms and conditions. Failure to do so will result in disqualification.
  • The winners have to share their consent to the use of their names in any publicity carried out.
  • The DoSE&L, Ministry of Education and MyGov reserves the right to cancel or amend all or any part of this Contest and/ or Terms and Conditions/Technical Parameters/Evaluation Criteria. However, any changes to the Terms and Conditions/Technical Parameters/Evaluation Criteria, or the cancellation of the Contest, will be updated/posted on the MyGov platform.
  • The DoSE&L, Ministry of Education and MyGov and MyGov accept no responsibility for any damage, loss or injury of any kind suffered by any participants in entering the contest, including as a result of any participant winning or not winning any prize.
  • The winners will be declared via the Winner announcement blog (blog.mygov.in). There will be no notification to participants not selected as winners.
  • Bonafide documents (proof of identity, age, address and bank details), will be required to be submitted by the winner(s) after the announcement of the result of the contest. Non-furnishing of the above information/documents at the appropriate stage will render the election null and void.
  • The DoSE&L, Ministry of Education will disburse the winning amount/ rewards to the selected winner(s).
  • All disputes/ legal complaints are subject to the jurisdiction of Delhi only. Expenses incurred for this purpose will be borne by the parties themselves.
  • At any stage of evaluation, if an entry is found to violate the guidelines, the entry will be removed from the evaluation process without giving any intimation.
  • All the entries received by the organiser will be placed in front of a Selection Committee for final selection. The decision of the committee will be final and binding to all the entries. No requests relating to claims of re-evaluation of the entries will be considered.
  • Please note that the entry must be original and should not violate any provision of the Indian Copyright Act, 1957. Anyone found infringing on others’ copyright would be disqualified from the competition.
  • These Terms and Conditions shall be governed by the laws of the Indian Judiciary.
  • By sending the entries, the participant accepts and agrees to be bound by the seTerms and Conditions, mentioned above.
